A new planning application has been submitted for 19 and 19a Theale High Street. This was previously the offices for the Horticultural Trades Association.

The application number is 18/03209/FULEXT and is for:

Demolition of existing building and construction of 15 no.dwellings, 2no. retail units (use Class A1/A2/A3), associated access, parking and landscaping.

A planning application has been submitted to demolish the warehouse between Kremer's car body workshop and the H Foster (Previously Eggar's) office and build nine flats on the site. The site is in Theale High Street, opposite the end of Woodfield Way.

Theale Parish Council agrees to release land required for new primary school

Theale Parish Council agreed to release the land required for the new primary school at its extraordinary meeting this evening.

The council voted (without debate) 6 to 5 in favour of "surrendering the lease in accordance with the request from West Berkshire Council ... subject to contract and conditions of the lease".

This means that West Berkshire Council can now go ahead with building the new primary school on 5 acres (out of 13) of the North Street Playing Field

Gypsy and Traveller Accomodation Assessment to be carried out

West Berkshire Council are to carry out a new Gypsy and Traveller Accomodation Assessment (GTAA).

I found out today that West Berkshire Council have decided to carry out a new Gypsy and Traveller Accomodation Assessment. This is a bit of a coincidence as I had submitted a motion to the next meeting of the council calling for one!

New fire station to be built in Theale

Planning permission has been granted for a new fire station in Theale. It will be built on the corner of Wigmore Lane and the A4 and fire engines will exit onto the A4/A340 roundabout.

The station will also provide accommodation for the neighbourhood police and for the ambulance service.

Arrangements for the Green Bin Tax announced

West Berks Council have finally announced arrangements for the Green Tax:
  • It will come in on 3rd September 
  • The full year charge is £50
  • It is optional, but if you don't pay then garden waste will not be collected
  • It will run from September to August 31st
  • If you subscribe between 1 March 2019 and 30 June 2019 then you need only pay £25. That's hidden in the Ts and Cs!
  • You can only subscribe online or by phone
  • Kitchen waste will be collected from your green bin even if you haven't paid the tax
  • People who pay the tax will be sent a sticker to put on their bin. The sticker will include the address
  • Christmas trees will only be collected from homes where the tax has been paid

Meadow Way will be closed for resurfacing between Church Street and half way between Roundhead Road and Mulberry Way from tomorrow (17th July) to 20th July.

The meeting of Theale Parish Council due to be held on Monday 9th July has been CANCELLED because "a group of residents and non-residents are intending to disrupt Monday's parish council meeting and not abide by the rule of the Chairman". It will be held at a later date.

Green Bin Tax Delayed

The introduction of the £50 "Green Bin Tax" has been delayed from July until "later in the summer". However, West Berks Council didn't announce the delay, it was revealed in the answer to a question I asked at a meeting of the council's Executive Committee.
The delay is good news to gardeners as they will able to use their green bins for free for longer, but it is bad for the council because they will get less income from the tax this year. The later that it is introduced, the more likely it is that residents will put off paying the charge until the spring.

I oppose this tax because it:
  • is unfair on those on low incomes, such as pensioners and the disabled
  • punishes those who try to do their best for the environment
  • will lead to yet more fly-tipping
  • will make life difficult for those who don't have the use of a car.

Plans for a new primary school in Theale look increasingly uncertain

Plans for a new school in Theale look increasingly uncertain with one month to go before a decision on the project is made. Despite a parish poll in favour of the school in March, Theale Parish Council have still not committed to releasing its lease of land needed for the school.

Padworth Recycling Centre will accept general waste from Monday.

From Monday 2 July 2018, Theale residents will be able to take general rubbish to the Padworth Recycling Centre, in addition to the recycling facilities already available.
Theale residents have had to take non-recyclable rubbish all the way to the site in Newbury - a round trip of 25 miles - since West Berks Council stopped paying towards the tip in Reading.
Please remember to display your permit on your windscreen to help minimise queuing.

The site is on Padworth Lane, which is off the A4 just the Thatcham side of the dual carriageway
Opening hours are:
Monday – Friday: 12:30pm – 6:00pm
Saturday and Sunday: 8:00am – 6:00pm

Roadworks are to take place in Meadow Way, Theale,  next week.
The following letter has been delivered to residents of Meadow Way:
Meadow Way, Theale - KERBING & FOOTWAY WORKS
I am writing to inform you that West Berkshire Council’s contractor Volker Highways Ltd., will shortly be raising several short sections of sunken kerbs in Meadow Way (from Church Street to Roundhead Road), Theale, before the road is resurfaced later this year.

The work is scheduled to start on Monday 02 July 2018 and take five (5) working days to complete between the hours of 07:00 am and 07:00 pm.
Works will be undertaken using standard road works signing and a suspension of on highway parking on Meadow Way.
I would like to respectfully request that you make alternative arrangements to park your vehicles off the public road during working hours to provide the safe working zone for the workforce and vehicles.
Advanced information boards will be erected on site and whilst these works are subject to weather conditions, every effort will be made to complete these works as programmed.
It would be very helpful if you could also arrange for any deliveries to be made before or after the stated working times.
Should it be necessary to revise these timings, the information boards will be updated accordingly. Alternatively, you can view the current status of the scheme by
visiting where any updates will be posted.
Every effort wiN be made to maintain access to private properties and businesses directly adjacent to the repairs; although, due to the nature of the works some inconvenience will be inevitable, but we will endeavour to keep this to an absolute minimum.
Waste and recycling collections will go ahead on the usual days; however, if the resurfacing works coincide with a collection day it is important that your bins and recycling boxes are put out by 7.00 am as collection times may change to suit the resurfacing works.

The planning application to re-develop 19 and 19a High Street has been withdrawn

The planning application (18/00823/FULEXT) to re-develop 19 and 19a High Street, Theale, has been withdrawn.

This is the former Horticultural Trades Association office site. The proposal was to demolish numbers 19 and 19a and the building behind. Two new retail units would have replaced 19 and 19a and a new apartment block would have been built behind. The apartment block would have been accessed from the lane that leads off Crown Lane.

Developers often withdraw planning applications when they think that permission will be refused. It is likely that another application for the site will be submitted.

Traffic arrangements for Englefield concerts on 6th/7th/8th July

The traffic regulation order for the concerts has now been published. The following restrictions will be in force between 12 midday and midnight on the above dates:
  • Common Hill between the A340 and Bostock Lane will be one way westbound (towards Bradfield)
  • Bostock Lane will be one way southbound (towards the A4)
  • Traffic will be unable to turn from the A340 into Englefield Road or the road leading to The Green (this restriction will only be brought in if necessary to prevent rat-running through Theale).
Common Hill is the road to Bradfield. Bostock Lane is the road that runs from this road from Parkers Corner (opposite the entrance to the Deer Park) to the A4.

Soil will be delivered tomorrow morning (Monday) to the field in Woodfield Way to start the work to protect it from travellers.

The magistrates court granted the West Berkshire Council order for travellers behind Mulberry Way and Cavalier close in Theale to move off within 24 hours. That gives them until 12:30 pm tomorrow (6th June)

Summonses to be served on travellers

Summonses will be served by West Berks Council on both groups of travellers (Woodfield Way and behind Mulberry Way/Cavalier Close) today for a court hearing on Tuesday. This followed directions to move served by the council earlier this week, which were ignored by the travellers.

Travellers normally move off site before court hearings.

I have asked for temporary security measures, such as crane weights or skips, to be put in place quickly after they leave until permanent security measures can be put in place.

Complained to the Chief Constable about lack of police action on traveller sites in Theale

I was frustrated that the police did not use their powers to move travellers on from sites in Theale so I complained to the local Chief Inspector. She was away, as was her Chief Inspector colleague and her Superintendent. I therefore complained to the Chief Constable. After an interim holding reply from a Chief Superintendent, I got the following from Inspector Ward (based in Pangbourne):

Dear Mr Macro,

I am aware that Chief Superintendent Wong contacted you yesterday regarding your email about the current encampments in Theale.

Prior to the current incursion, there was a similar incident earlier in May and those involved finally moved on the 21st May after the Local Authority had given a direction to leave. They are barred from returning to the land for three months by S77 of the Criminal Justice and Public Order Act 1994. A new group moved on to the same land on the 28th May whom it was suspected had come from the Reading area. The Local Authority again gave a direction to leave the land by tomorrow morning at which point they would then apply to the court for a summons. Clearly the local residents are very frustrated that after the previous group left it has been possible for other people to come on to the same land. However, the process has to start again as regards their removal.

The lead agency for unauthorised encampments is the Local Authority. The role of the police is to support the Local Authority in a proportionate manner. Whilst we have powers under S61 of the Criminal Justice and Public Order Act 1994 to direct immediate removal, we must take note of guidance from the National Police Chief’s Council and Authorised Professional Practice in determining when to exercise these powers. Up to this point, it has been decided that the exercise of those powers is not necessary or proportionate in Woodfield Way. We do work closely with the Local Authority in relation to these incidents and there is a shared understanding of our respective roles and responsibilities. This morning officers have attended the location again with Jean Pimley. I am aware that staff from the Local Authority have also been liaising with local residents to keep them informed.

There has been a large number of unauthorised encampments in Berkshire recently involving different groups moving around. We are doing our best to manage these within the legislation available to us.

Travellers in Theale Ordered to Move

An order has been granted by magistrates instructing the travellers in Woodfield Way to move by midday tomorrow. They are expected to move before then. If they don't then the order will be enforced by the council, supported by the police.

I have asked for the security of the site to be improved and officers will be meeting on site this week to discuss how this can be done.

In the meantime, the bollard that protected the entrance to the site will be repaired.

The travellers that were on the Theale Technology site in Station Road moved off over the weekend.

Travellers in Woodfield Way

The travellers on the green area in Woodfield Way were given a direction to move by West Berkshire Council on Monday. The direction required them to move by 10am yesterday (Wednesday). They ignored the direction, so the Council are laying a complaint in the magistrates court.

The results of the parish council by-election, held on 3rd May, have been announced:

The turnout was 40.2%, very high for a parish council election.

Buses replace trains west of Theale Mon to Thurs next week

Buses replace trains between Theale and Pewsey from Mon 23rd to Thur 26th April. Trains will still run between Theale and Reading.

Work on building a new pavement along part of Station Road, Theale, suspended

I have received the following from a West Berks Council officer:

I am writing to inform you that the works within Station Road have unfortunately been temporarily suspended by the contractor, Volker Highways, due to issues with sub-contractor availability.

The area will be made safe and works will resume as soon as Volker Highways resolve their workforce issues. A further letter will be sent once a return to work date is agreed.

I must apologise for any inconvenience caused and rest assured West Berkshire Council are doing everything we can to get this matter resolved urgently.

This morning I will be hand delivering a letter to the local residents and businesses to inform them of the situation.

Nominations for the vacant parish councillor seat on Theale Parish Council now open

Applications for the vacant parish councillor position can now be submitted. 

Nomination papers can be obtained from the Theale parish council office or West Berkshire Council offices. Completed papers must be delivered to the Returning Officer at West Berkshire Council offices in Market Street, Newbury no later than 4pm on Friday 6th April 2018.

If more than one nomination is received by West Berkshire Council the election is considered contested and a formal by-election will then be held on Thursday 3rd May 2018.

Station Road to be closed northbound between 9th and 20th April

Station Road, Theale, is to be closed northbound between the mini roundabout at the junction with the bypass slip road from 9th to 20th April. This is to allow a new footway to be constructed between the flyover and the mini roundabout. A new pedestrian refuge will also be constructed.

West Berks Council’s plans for charging for collecting garden waste for green bins

In summary, it is proposed that the new chargeable garden waste collection service is operated as follows:

  • To continue to receive a fortnightly garden waste collection households should subscribe online, paying £50 per year.
  • Subscribers would receive an information pack.
  • The subscription period would run for 12 months (from July to June).
  • Non-subscribers will continue to be able to recycle food in their green bin.
  • Non-subscribers’ green bins will be removed on request.
  • Non-subscribers’ bins containing garden waste will not be collected.

In basic terms the subscription pack would have a sticker for the bin and the crew will only collect bins with stickers that are on their list. 

You could still put garden waste in the black bin, but obviously that would go to an energy from waste facility and not for composting. 

At this time WBC are finalising the details of the service and will publish information about how residents can subscribe in due course.  In the meantime households can continue using the service as normal.

Railway closed west of Theale Mon 12th Mar to Thurs 15th Mar

The railway will be closed between Theale and Pewsey from Mon 12th March to Thurs 15th March. Buses will replace trains west of Theale. Trains between Theale and Reading or Paddington will run to an amended timetable:

There will be over-night piling work at Theale Station from tonight to Thursday night.

Piling work in connection with electrification of the railway is scheduled for the following dates/times:

Sunday 11 March – Monday 12 March 2018
22:00 – 08:00

Monday 12 March – Thursday 15 March 2018
20:00 – 07:00

Thursday 15 March – Friday 16 March
20:00 – 05:00

Contingency piling may also take place during the day. 

New primary school and housing in Theale

A lot has been posted elsewhere about what effect, if any, the proposed new primary school would have on plans for housing in Theale. There is already planning permission for 350 homes on the Lakeside site (at the end of, and behind, The Green). The field between The Green and the road to Pangbourne (A340) was allocated for up to 100 homes in the last District Plan. These homes can be built whether or not the new school is built.

Last week the council decided to increase council tax by a total of 5.99%, to charge £50 per year to empty green bins, reduce street cleaning and litter picking, and stop informing neighbouring properties about planning applications.
